The District Clerk
The District Clerk is a county wide position elected by the voters to serve a four year term.
The District Clerk is the custodian of Court records, providing assistance to the Judges in timely disposing of all court cases.
The District Clerk is registrar, recorder and custodian of all documents
involving criminal, juvenile, civil, family, attorney general and tax cases. We are responsible
for filing and maintaining all the files for our five District Courts and four
County Courts at Law. Accountability must be held for timely filing and issuing
all papers through out the life of each case such as subpoenas, citations, writs,
restraining orders, capias', warrants, abstracts of judgments, executions and
writs of habeas corpus. We perfect appeals after final judgment for the Court
of Appeals. We assemble and place all final judgments of the Courts and judgments
of defendant's placed on probation or remanded to Texas Department of Criminal
Justice Institution in the Court's minutes.
The District Clerk is a financial officer charged with the
responsibility of collecting and disbursing court cost, civil and criminal fines,
restitution and other fees that benefit 20+ agencies in county and state government.
We secure money placed in the court registry fund that is in dispute and invest
and monitor funds deposited on behalf of minor children until they reach their
18th birthday. We prepare and submit the office operating budget to the County
Commissioners and Judge and designate employee raises based on evaluations
of their productivity over the year.
The District Clerk is a records management officer charged
with managing the court records so they are retrievable for the public, preserved
for permanent storage and disposed of according to law. Each District Clerk
is required to create a Records Retention Plan that is approved by the State
of Texas.
The District Clerk is responsible for vital statistics of gathering
all data and reporting to several state and local agencies by the required deadlines.
The District Clerk is the Jury Manager in charge of the jury
selection process, organizing the Central Jury Pool and ordering the amount
of jurors necessary for the Courts to function. We qualify the panels, assign
to designated Courts, pay for their service and act as liaison between the jurors,
courts and employers.
The District Clerk is responsible for employing deputy clerks
to assist with the above duties. We manage personnel by hiring, scheduling time,
creating policies and procedures, remaining in compliance with all federal labor,
employment and civil service laws. We must supply equipment, space and storage
needs for personnel in the office.
The District Clerk is required to complete 20 hours of continuing education courses of instruction in performance of the duties of office each year.
